CATTI真题中“积极采取行动”该怎么翻译？

CATTI三级笔译实务真题中有这样一句话：
“采取了一系列行动，为应对全球气候变化做出了重要贡献。”
The country has taken a series of actions and made great contributions to addressing global climate change.

📝很多人在翻译“行动action”的时候会纠结单复数问题，不知道是可数还是不可数。常见的汉语有“积极行动起来、积极采取措施”。

1⃣️ Action表示Action is doing something for a particular purpose某一特殊活动或行为或措施的时候，是不可数名词，如：The government is taking emergency action to deal with a housing crisis. 政府正采取紧急措施解决住房危机。

We had to take action to protect the proprietary technology.
​我们必须采取措施保护专利技术。

📄注意：这里只是说采取措施，没有说一些了。

2⃣️ Action表示一系列或各种措施或活动的时候，是可数名词，如外刊中这句：

Second, it should take actions consistent with this goal. 第二条是该行必须采取与该目标一致的行动。

📝注意：与目标一致的行动肯定不止一个，而是很多，所以这里是actions。
