一审法院判决:周某构成故意泄露国家秘密罪,判处有期徒刑三年,缓刑五年;蔡某、孙某杰构成非法获取国家秘密罪,蔡某获刑二年,孙某杰免于刑事处罚。检察院提起抗诉,认为量刑偏轻。二审法院综合全案情节,改判蔡某有期徒刑二年六个月,其余判决维持。

Cai and his spouse Sun used the leaked materials to tutor their daughter who would take the exam. Later, the exam questions spread widely online and triggered public controversy. State‑security authorities confirmed these documents were classified as state secrets.
The first‑instance court convicted Zhou of the crime of intentionally disclosing state secrets with a suspended sentence, and convicted Cai and Sun of illegally obtaining state secrets. The procuratorate filed an appeal for inadequate sentencing. The second‑instance court raised Cai’s fixed‑term imprisonment while keeping other sentences unchanged.
