中共中央、国务院印发《关于发展新质生产力的意见》，五方面部署19项举措

中共中央、国务院10月9日印发《关于发展新质生产力的意见》，围绕科技创新、产业创新、发展方式创新、体制机制创新、人才工作机制创新五个方面，提出19项重点举措。《意见》要求加强原创性、颠覆性科技创新，加快突破关键核心技术，培育壮大新兴产业、前瞻布局未来产业，全面实施「人工智能+」行动，积极推进能源革命；同时明确严禁借发展新质生产力之名搞恶性招商引资、盲目「跟风」上项目、乱「烧钱」。

The Communist Party of China Central Committee and the State Council issued a guideline on developing new quality productive forces, setting out 19 measures across five areas including scientific and technological innovation, industrial innovation, development models, institutions and talent. The document calls for original and disruptive breakthroughs and a nationwide rollout of the Artificial Intelligence Plus initiative, while banning malicious investment solicitation, blind imitation and reckless spending in the name of the policy.

财政部安排使用5500亿元地方政府债务结存限额

财政部10月9日表示，已安排使用地方政府债务结存限额5500亿元，用于提高县区一般公共预算保障能力和支持地方扩大有效投资。财政部同时表示，将有力有效实施更加积极的财政政策，支持全方位扩大国内需求，及时谋划出台务实管用的增量政策，加力扩大内需、优化供给。市场人士认为，此举有助于缓解部分县区财政收支压力，并为四季度稳投资提供资金支撑。

公募基金运作管理办法12年来首次系统性修订，权益类基金门槛拟降至5000万元

证监会就修订《公开募集证券投资基金运作管理办法》及配套规则公开征求意见，这是该办法施行12年来的首次系统性修订。修订支持权益类基金发展，拟将股票基金、混合基金、公募FOF的成立门槛由2亿元降至5000万元；对指数基金触发举牌、短线交易、减持等予以适度豁免；完善「迷你基金」监管要求，并建立强制退出机制。同时纠正「高位发行」问题，严管「风格漂移」和「赌押赛道」，提高违法行为法律责任。

China recorded 826 million domestic trips during the seven-day National Day holiday, with total tourism spending of 738.375 billion yuan, according to the Ministry of Culture and Tourism. China Railway carried 302 million passengers during the 16-day Mid-Autumn and National Day holiday period.

据中国科学院国家天文台消息，「中国天眼」FAST在球状星团中发现首例原生演化的脉冲星三体系统。这类系统由三颗相互作用的脉冲星构成，长期稳定存在，为研究脉冲星演化路径、检验引力理论提供了天然的极端物理实验室。相关成果已发表于国际学术期刊。此前FAST已发现超过1300颗脉冲星，此次三体系统的发现进一步拓展了脉冲星搜寻的科学价值。

The Five-hundred-meter Aperture Spherical Radio Telescope, known as FAST, has discovered the first natively evolved pulsar triple system in a globular cluster, offering a natural laboratory for studying pulsar evolution and testing gravitational theory.
