Education of young people is highly prioritized in many countries today. However some believe that educating the adults who cannot read and write is also important so more public money should be spent on this. To what extent do you agree or disagree?

本题相当tricky,可能很多同学并没有认识到。
题目问:政府应该优先投入到孩子的教育,这个没有问题,那么政府是否应该投入来教那些不识字的成年人呢?
如果这个问题仅仅问:政府是否应该投入成年人的教育,那么问题就简单得多,比如可以说政府应该投入,帮助成年人进行职业教育,这样他们就能找到合适的工作。
但,本题有限定词:不识字的成年人(the adults who cannot read or write), 这就是我们这里俗称的“文盲”。
我们当然可以认为,政府100%应该做这件事。因为成年人如果学会读书写字,他们的生活就会变得更加容易,此外有了阅读能力,他们可以更加深入理解自己和世界,从而更有可能成为对社会有用的人。从这个角度去论证,并不难。(With the ability to read and write, they are likely to know more about themselves and the world, and become people more useful to the society.)
但这么论证,实在过于简单,因为任何一项政府投入,其实都会有好处,但政府投入不能是无限的。因此,对于这类政府投入的话题,我们还是要想得更深入一些,才不会显得过于one-sided.
本题中,我们可以这样写:政府投入教成年人学会读写,这有很多好处,但随着学习者年龄的增加,政府的这项投入产生的效应会越来越小(经济学上这叫“边际效应”)。因此,我的建议是:政府应该给50岁以下的人投入,而对50岁以上的人群,政府宜采用鼓励他们自学的方式,而不宜过多投入,因为这样的投入产生的效益会非常小,不值得投入public money. (For those over the age of fifty, the government should encourage them to learn, but no public money should be spent on them, because the effect of such investment will be, if any, extremely marginal.)
大家可以想一下,这样的写作思维,是不是比一边倒的方式更好,更切题?

The education of children is of paramount importance, but should government spend more money on the education of illiterateadults, that is, adults who cannot read or write? My answer is both yes and no.
The government money spent educating illiterate adults to read and write is undoubtedly rewarding. With the improved ability to read and write, the adults will stand much better chancesto find employment and as a result, they will become more useful to the society. Besides, they will also be empoweredto understand the world and themselves in a better way and then the society will become much more harmonious.
Yet, as the government budget is always limited, we have to maximizethe effects of government investment, for more money put in one sector means less money in other sectors. If the purpose of educating the illiterate adults is to enable them to become more qualifiedworkers, then I would suggest that the government should only invest in those adults below 50 years old, because they make upthe majority of the workforce. For those above that age, the government should still encourage them to learnto read and write, but no public money should be spent on them, because the effect of such investment will be, if any, extremely marginal.
But this is not to say thatthe government should not care for its older citizens, but that it should not put too much money into their education. As a matter of fact, the government can always try to improve the pension system for the old people to ensurethey have a happy retired life.
