人口总规模增长减缓，劳动年龄人口波动下降，老龄化程度不断加深。全面查清我国人口数量、结构、分布、城乡住房等方面的最新情况，了解人口增长、劳动力供给、流动人口变化情况，摸清老年人口规模，为制定和完善未来收入、消费、教育、就业、养老、医疗、社会保障等政策措施提供基础，也为教育和医疗机构布局、儿童和老人服务设施建设、工商业服务网点分布、城乡道路建设等提供依据。
句句精解
📙第一句话是三个并列的分句，翻译时结构也要尽量一致。“（人口）规模”使用的是size，“波动下降”是指下降的趋势和曲线是波动性的，“波动”是一个状语，但是没有直接的副词表达，因此译为“呈现波动向下的趋势”shows the trend of fluctuating downward，“人口老龄化”就是population aging。
📘“不断加深”这个“不断”不一定要翻译出来，可以直接翻译为deepen，也可意译为worsen。
📗第二句开始讲具体的措施要求，“查清”的动作主体是国家或者政府，所以增加了主语we，“全面查清...最新情况”译为comprehensively keep abreast of...，keep abreast of是一个习语，表示“了解…的最新情况”，是前面identify等词的替换表达，也可以用make clear of。
📕“在某方面的最新情况”用the latest information/ knowledge of China’s population in terms of，后接要了解的各种情况。“情况”不一定非要用situation，这里的“情况”说的是变化，也就是要了解相关的信息，用information/ knowledge。
📘“数量、结构、分布”是人口相关的信息，所以翻译为information of China's population in terms of quantity, structure, distribution。
📕而“城乡住房”是另外一件事情，所以用and连接，翻译为urban and rural housing，需要注意这里不能用house，housing指的是整体的住房情况。
📗“了解人口增长、劳动力供给、流动人口变化情况”，“流动人口”是固定表达migrant population。“了解”译为get to know, 是一个动态词组，单独的know是静止的状态。
📘“变化情况”只需要翻译“变化”，“情况”在这里无太多实际意义。“摸清”这里译为map out，这个词组根据字面意思来理解，在地图上描绘，因为人口普查是全国性的，等于有了一张全国的人口地图。
📙“老年人口规模”直译即可，这里的“规模”其实就是数量的意思，所以可以翻译为the number of the elderly population。“老年人口”the elderly population/ aging population/ gray population。
📘后面几句是前文所列的举措所要达到的目的，因此需要译出逻辑上的关系，而且句子较长，因此要进行分句翻译。分句后增译了All these measures...。
📗“为制定和完善...提供基础”直译为provide a basis for formulating and improving...，我们也可以用be poised to/be aimed at等。
📕之后列举的在具体什么方面的政府措施，用on引导，其中“养老”这里指的是社会保障方面的，也就是“养老金”，翻译为pension，直译就是care of the elderly。
📘“也为...提供依据”增译了关联词as well as，这里“提供依据”和前面“提供基础”意思是差不多的，所以可以省略一些词语。
📗“布局”可以用layout。“教育和医疗机构”直译为education and medical institutions。“儿童和老人服务设施”是为儿童和老人服务的设施的意思，即service facilities for children and the elderly。
📕“工商业服务网点分布”直译为the distribution of industrial and commercial service outlets。“城乡道路建设”直译为the construction of urban and rural roads。
参考译文
The growth of the total population size has slowed down, the working-age population showed the trend of fluctuating downward, and the population aging has deepened. We should comprehensively keep abreast of the latest information of China's population in terms of quantity, structure, distribution, and knowledge of urban and rural housing, get to know the changes in population growth, labor supply, and migrant population, and map out the size of the elderly population. All these measures were poised to provide a basis for formulating and improving future policies and measures on income, consumption, education, employment, pension, medical care, and social security, as well as for the layout of education and medical institutions, building of service facilities for children and the elderly, the distribution of industrial and commercial service outlets, and the construction of urban and rural roads.
