Hainan Free Trade Port Starts a New Chapter

On December 18, 2025, China started the island-widespecial customs operations (封关运作) for the Hainan Free Trade Port (FTP). This is a very important step in China’s high-level opening-up.

As the world’s largest FTP by area, it covers the whole Hainan Island (33,900 km²). It is 31 times larger than Hong Kong and 46 times larger than Singapore, making it China’s only island-wide FTP.

The port runs under three main rules. First, “First-Line Opening.” It opens wide to the world. Most goods imported here are duty-free (免税的), so foreign products, money, and people can enter freely, just like shopping in a big duty-free shop. Second, “Second-Line Control.” There is strict management between Hainan and the Chinese mainland. This keeps the special policies on the island and stops unsuitable things from going to other parts of China. Third, “Free Flow Within the Island.” Goods, money, and people can move freely inside Hainan, helping to build a busy international center.

Right after the start, Hainan’s ports handled 360 million yuan worth of imports on the first day, including oil, medical equipment, and food. In just a few days, the number of duty-free goods rose quickly from about 1,900 to over 6,600. The share of zero-tariff (零关税) goods also jumped from 21% to 74%. These changes will give a strong push to global trade and help make Hainan a more lively, attractive, and competitive place for international business and travel.
