①Why is that? ②To some extent the housing sector must shoulder the blame. ③We have not been good at communicating the real value that housing can contribute to economic growth. ④Then there is the scale of the typical housing project. ⑤It is hard to shove for attention among multibillion-pound infrastructure projects, so it is inevitable that the attention is focused elsewhere. ⑥But perhaps the most significant reason is that the issue has always been so politically charged.为什么会这样呢？在某种程度上，住房建设部门应该为此负责任。我们不太擅长阐述，住房给经济增长带来的真正价值。此外，还有一定规模的住房工程。这就很难在数万亿英镑的基础设施建设项目中，要获得注意力是很难的；所以，政府的关注点，就不可避免地转到了其他地方。但是，或许最重要的原因是，这个问题一直都与政治有关。

communicate vt. 交流；传达；沟通
that部分是定语从句，修饰value
growth n. 增长。

housing project：住房工程（指的是政府为贫困家庭修建的房子）
⑤It is hard to shove for attention among multibillion-pound infrastructure projects, so it is inevitable that the attention is focused elsewhere.这就很难在数万亿英镑的基础设施建设项目中，要获得注意力是很难的；所以，政府的关注点，就不可避免地转到了其他地方。
这里是so连接的两个句子

it是形式主语，to部分是才是真正的主语
shove for：争夺，原文用的是jostle for sth：争夺，jostle和shove都有推的意思，所以，出题人就换成了shove for，但是，词典查不到这个用法。
multibillion-pound：数万亿英镑，pound n. 英镑
② it is inevitable that the attention is focused elsewhere.
that部分才是真正的主语
inevitable adj. 不可避免的
⑥But perhaps the most significant reason is that the issue has always been so politically charged.但是，或许最重要的原因是，这个问题一直都与政治有关。
significant adj. 重要的
that部分是表语从句
the issue指的就是，住房这个问题
politically adv. 政治上。
charge vt. 起诉；指控，这里是说，和政治有关。
总结：第二段是说，解释为什么，政府不关注住房问题，因为，住房建设部们要为此承担很大的责任，还有其他的原因。但是，最重要的原因是和政治有关。
