while部分是让步状语从句：While Europe’s monarchies will no doubt be smart enough to survive for some time to come,

no doubt：毫无疑问

some time to come：今后一段时间。

句子主干：it is the British royalswho have most to fear from the Spanish example.

这里是强调句

royal n. 王室；王室成员

have to：必须；不得不

most是副词，修饰谓语

fear n/vt. 害怕；恐惧

总结：第六段是说，不管怎么样，欧洲的其他君主还是可以多活一段时间的，但是，英国王室就最害怕西班牙国王JC这样的例子发生在英国王室。言外之意，可能英国王室也是像西班牙王室那样，不是最成功的王室，他们没有改变他们的生活方式，还过着奢华的生活（比如：英国王子）。
