as部分是方式状语：as part of a desperate effort to keep its Vermont Yankee nuclear power plant running.

keep sth running：保持...继续运转。
Vermont Yankee nuclear power plant：佛蒙特洋基核电站（这就是安特吉这家公司经营的核电站）

②It’s a stunning move.这一做法令人震惊。
stunning adj. ①非常漂亮的；②令人震惊的。

总结：第二段是说，安特吉这家公司，还是做了它承诺不会做的事情（第一段说的，放弃遵守佛蒙特州的核管理法规）。并且给出的理由就是，它质疑该州核能规定的合宪性（就是安特吉认为，该州的核规定，不符合宪法，言外之意就是它可以不遵守——不是我们不遵守，是你的法规本身就不合法）。它这样做的目的是为了保住它在该州的核电厂。
