Many countries have laws banning phone use while driving, yet many drivers still use their phones while driving, even though it is against the law. Why is that? How can this problem be solved?

Despite the legislation implemented to ensure road safety, it is still common to see drivers break traffic laws. This behavior, which is caused by reasons as follows, can be handled effectively by taking several measures. 

One primary cause is overconfidence among many drivers regarding their driving skills and experience. Specifically, a large proportion of drivers, especially those who have been driving for many years, tend to overestimate their ability to operate vehicles. They may assume that a brief lapse in concentration or slight speeding poses no significant danger. This mindset erodes their sense of security on the road, and gradually, they begin to take these dangerous actions for granted. Another reason contributing to traffic violation is the inadequate transportation systems. In many places, the objective conditions do not encourage safe driving practices. For example, developing countries may not have enough budgets or technologies to construct road systems that can cater for the increasing traffic demands. When citizens’ carownership significantly exceeds road capacity, drivers may be forced to drive in unlawful ways. 

In order to address this issue, actions should be taken from the following aspects. First of all, governments can incentivize the public to participate in the traffic management system. For example, passengers could be encouraged and rewarded for reporting drivers' violations of traffic laws while taking a taxi. In this way, drivers are more likely to raise their awareness of the need to obey relevant regulations, since their actions are under the supervision of more road users.In addition, authorities should also periodically analyze deficiencies in transportation systems that impede safe driving, and strive to make improvements accordingly. Whether by upgrading infrastructure to reduce the need for illegal competition for road resources, or by replacing obsolete regulations with ones that take more comprehensive account of current traffic conditions, policymakers can encourage drivers to behave more safely in ways other than simply punishing them.

In conclusion, traffic violations persist due to driver overconfidence and inadequate infrastructure. To address this, governments should combine public supervision with infrastructure upgrades and regulatory reforms. These measures can effectively promote safer driving behavior beyond mere punishment.
