The Return of Lost Chinese Cultural Relics
On April 13, France passed a bill to make the return process easier for artifacts taken around the world between 1815 and 1972, including those taken from the Old Summer Palace (Yuanmingyuan) in 1860. The bill will go through a second review and be signed by the French president before it becomes law.
During his speech, French lawmaker Jeremie Patrier-Leitus quoted Victor Hugo’s 1861 letter on the looting of the Old Summer Palace: “One day will come when France, once freed and cleansed, will return this plunder to looted China”.
According to UNESCO data, about 1.67 million Chinese cultural relics are kept in 218 museums in 47 countries, and the number of relics in private collections overseas is 10 times as many. Lost cultural relics are an important part of culture and history, and it seems morally and legally right to return them to their original countries. However, it has long been a difficult problem due to many factors.

Despite these challenges, the Chinese government has been making great efforts to bring lost artifacts home. In 2019, the National Cultural Heritage Administration set up a special office for the return of lost cultural relics. From 2021 to 2025, 537 pieces of lost cultural relics, including the Yuanmingyuan stone columns, were returned to China.

根据第一段第一句 "On April 13, France passed a bill to make the return process easier for artifacts taken around the world between 1815 and 1972" 可知,法国在 4 月 13 日通过了该法案。故填 On April 13。
It applies to artifacts taken around the world between 1815 and 1972。
根据第三段第一句 "According to UNESCO data, about 1.67 million Chinese cultural relics are kept in 218 museums in 47 countries" 可知,约有 167 万件中国文物收藏在全球 47 个国家的 218 家博物馆中。故填 About 1.67 million。
根据最后一段第二句 "In 2019, the National Cultural Heritage Administration set up a special office for the return of lost cultural relics" 可知,中国国家文物局在 2019 年成立了流失文物追索返还专门办公室。故填 It set up a special office for the return of lost cultural relics。

根据第一段最后一句 "The bill will go through a second review and be signed by the French president before it becomes law" 可知,法案在正式生效前需要经过二次审议并由法国总统签署。
根据第四段 "some collectors bought the artifacts without knowing they were taken illegally, so it's difficult to pressure them to return lost artifacts" 可知,一些收藏家在不知情的情况下购买了非法文物,这使得向私人收藏追索文物变得困难。
根据第三段 "about 1.67 million Chinese cultural relics are kept in 218 museums... and the number of relics in private collections overseas is 10 times as many" 可知,海外私人收藏的中国文物数量约为 1670 万件(1.67×10)。
根据最后一段 "the Chinese government has been making great efforts" 以及 "From 2021 to 2025, 537 pieces of lost cultural relics... were returned to China" 可以推断出,中国在追回流失文物方面取得了显著进展。

First, the present international laws often don’t cover past actions. The longer relics stay abroad, the more likely the current owners are protected by local laws, making it harder for the original countries to get them back. Besides, private museums in foreign countries rely on private funding rather than government support, and some collectors bought the artifacts without knowing they were taken illegally, so it’s difficult to pressure them to return lost artifacts. The new French bill also only works for public museums.
