While Dutch-speaking Belgians fought under Wellington, French speakers fought with Napoleon.

前半段

当然，1815年还没有比利时，那时候荷兰语地区属于荷兰王国，而法语区则已被并入法兰西帝国。
这个did not exist得稍微调整一下，直接翻字面意思就会读起来很奇怪，比如字面是：1815年比利时还不存在、比利时在1815年不存在。
这段就是地名啥的太麻烦了哈哈哈
后半段
Among French speakers, Mr. Jacobs said, Napoleon had a "huge influence - the administration, the Code Napoléon," or reform of the legal system. While Dutch-speaking Belgians fought under Wellington, French speakers fought withNapoleon.
雅各布斯先生指出，在法语族群中，拿破仑影响深远，无论是治国之道，还是《拿破仑法典》，亦或是司法制度改革。彼时，讲荷兰语的比利时人效忠于威灵顿，而讲法语的比利时人则为拿破仑而战。
说话人前置，把雅各布斯先生放在开头。
原文黄色波浪线里是没有连词的，翻得时候容易受到原文影响，可能会忘记添加一些连词，平时遇到这种句式的时候就多多留意。
后面一个fought under一个是fought with，这个under在军事语境下有“在某人的指挥、统帅下作战”的意思，和with在一起更偏向于立场的相同，类似于我们常说的“跟谁一伙的”。
所以这个位置翻的时候要选好词，如果都是用的同一个动词或者词组（比如都是fight with），一般在译文里第二词出现也是要换一个词的（指同一个句子里）。←这个不限汉译英还是英译汉，词语一般都是变换的，除了排比句什么的。
这篇好像没什么翻译技巧哈哈哈，找错了，下一篇找个难一点的研究研究。
